The crime peril is distinguished from other perils because it is always directed by “hostile intelligence”.   Somebody wants what you have, so they take steps to take it from you.  In North American society today, constant and complete loss control efforts are warranted. 

Recommended loss control efforts are focused at reducing the hostility of persons who might commit crimes against the organization.  They will shield the organization’s assets and activities by maintaining physical, procedural and managerial barriers.  These loss control efforts will reduce the potential criminal perception that crimes can be committed without concern for unpleasant consequences.
